[OMAE2] Strategy Files

EKO2 - 2002-2003 harley and lightning.

Note: EKO1 is the 2002 harley which uses the older strategy OMAE1 instead but is directly swapped out with EKO2. Same goes for the lightning catch codes which can be swapped out with EKO2 just update the gear ratio and tire size.

Just added HLODH to prevent power enrichment lambse being commanded on closed loop re-entry which causes an excessive amount of time to return to stoich after exiting wot or when stabbing the throttle.

I simplified iac multiplier to target iscdc but theres a n-d air modifier causing iac to 0 out on transitions. Will be adding it with the next update.
