history tables for fuel

I tried looking through the fuel writeup and couldnt find this. Do i want the history average to show .970-1 or 1-1.030. Right now I am .97 to 1.01 in all of the cruise and idle ranges.
thats plenty close enough
ideally though you want all corrections to be at or above 1 and not below
