I read over the dashpot writeup again and wanted to verify some things
When setting up initial preposition, Can you do that while sitting still in neutral? Meaning, can i sit in a parking lot, and rev it to say 1200 dial in preposition and then repeat for each rpm setting in the table?

yeah you can initially but while driving and the engine is loaded is will respond differently so you will have to adjust some no biggie
