What controls initial RPM just after startup and its decay?
I think I adjusted it previously and now its a bit too much.
I remember a thread about it, but was in the old forum so I can't reference it, and looking at parameters in the difference tool isn't jogging my memory.

Theres 2 parts. Desired rpm FN82x functions and the isc multiplier which gives it air. You plug in the values you want in the fn82x functions to get the desired rpm you want and you adjust the isc multiplier to get the idle air corrections as close to 0 as you can.
