Forced induction or stroker?

Thinking about adding some power to my 93 f150 4x4. My current 351w has 9.7:1 compression which I went with thinking I would be adding a supercharger in the future. I am now thinking a 13-14:1 compression 427 stroker may be a better option since forced induction requires some custom fabrication and California smog guys will probably frown if they see a sc under the hood,
I run e85 90+ percent of the time and since this is a daily driver, efficiency has come to the forefront.
I have a roller block in the shop I could build up into a 427 for 5k and then swap my top end over to on a weekend. Or Would a supercharger be better/more enjoyable? Since I tow regularly, torque is a priority over hp. I have to keep the factory exhaust so I have two cats in series. Pipes are 3” after the downpipes collect into the first cat. I think the added displacement would be ok but not entirely sure. What do you guys think?
