MPC-197 part compatibility

Hi there,
I am a repairer in Australia.
A customer has an old ford pickup he imported from Mexico with a 4.6 swap.
The part numbers for the ecu point towards an 04 marauder or similar vehicle.
4W7A-12A650-JD
My research indicates this ecu should have pats?
There is no key or key reader to be found in the vehicle so I'm assuming it's been deleted.
The vehicle was running but no longer runs. Ecu does not communicate however there is 5V on the SCP/PWM line when ignition is on.
We are looking to replace the ecu with anything compatible but don't have a key reader setup and would Ideally be after anything that is without pats, or easy to delete pats on.
I have scanmatik+pcmflash and vcm3+IDS and many other tools but nothing specific to these ECU's.
I want to be certain on a repair option as I will have to import it from the states likely.
Any help would be greatly appreciated
