Pretty sure it is accepted that peak thermal efficiency for e85 is .82-.85 lambda. Not sure on the other stuff you asked about.

the injectors are too small for e85 thus why the deltap has to be raised at wot
.83 is just arbitray for an n/a e85 engine. the 5.4s seem to like it as well.
