Yes, there is a stock Ford IAC on the throttle body.

Can anyone extract the info in the ROM of the old computer? Maybe use that info in the EEC-V computer? It's beyond my skill set, I'm interested in paying someone to help solve my problem. I can do the mechanical work.

wwhite, I wonder if you can use the boom lift's deadman switch as an air conditioner compressor request to kick the idle much higher. There will be a ton of load while running the hydraulic pump.

Wwhite, I'll send you a personal message. Red5.0, I was thinking the same about the AC request when the deadman is activated. If that RPM setpoint is adjustable in the programming?

EEC-IV 7.0L SD45 found in F700 trucks (1995ish), has governor code and logic to activate, but...and...the governor control module is another seperate unit: Engine Speed Control Governor Module OEM Ford F4HZ-12A458-B
"OPERATION
The electronic module receives inputs from the EEC-IV module to learn certain engine values needed to provide normal governing functions.
The governor module receives electric power and ground from the vehicle electrical system. The module also receives EEC-IV output signals (GMAPPA = Governor manifold absolute pressure barometrically adjusted, TPOUT = Throttle position output) and an engine signal (PIP = Profiled ignition pick up). The governor module uses the PIP signal to measure engine speed, GMAPPA for engine load and TPOUT for throttle position at the throttle body. By using the above listed signals the electronic module then will use a DC permanent magnet motor to generate movement of the actuator in the servo. This movement will only restrict the opening of the throttle plates when the operator depresses the accelerator pedal beyond the necessary throttle opening to achieve governed speed. When engine speed is below the maximum limit, the servo will not restrict throttle plate opening in order to obtain maximum available horsepower from the engine. The servo has no mechanical means to pull the throttle open in this system.
The servo also has a position feedback system that communicates to the electronic module. It communicates the servo positions of full wide open throttle, mid-wide open throttle and near closed throttle of the internal actuator mechanism.
