I'm switching to the 2003-04 pcm. It is the most recommended and has the tachometer output. Several wires will need swapped at the 104
pin pcm connector.

To my knowledge the only 03/04 ecu's that may have tach output hardware is the crown vic sport and marauder ecu's.

NOTE: I did not switch to the 2003-04 pcm on this project. I'm too far along with everything to switch away from the 1999 CV pcm and wiring.
I'm ready to hook up the AEM AFR gauge to the pcm. I have the old egr wire running into the interior of the vehicle. What's the differences you've found between the 99 cv and the 03/04 luxury sedan?
According to the homepage they are the same wiring harness 99-04 crown vic.

Page # 6 we had some discussion about CHT and ECT. It is not wasted learning. I needed to know about it and after studying the 2003 CV pinout charts, I see that 2003s have both listed on the same pin. But on this set-up, I'm now using the ECT sensor, so all is well.
Several months ago, I noticed some important differences with 1999 Crown Vic and 2003 Crown Vic 104 pin, pinout charts. The 2003 has the most options and I see why it is the best suited for any conversions. I've already had the main powertrain harness out and rearranged close to 30 wires between the '97MM and the '99CV. It is all back in and working and although it is not too difficult to rearrange some pins, I'm not revisiting that on this particular vehicle. I'm sticking with the '99 pcm for this first experimental conversion.
Between the 1999 Crown Vic and the 2003 Crown Vic, the following pins are different and important. I won't list all of the additional 2003 pins.

not used means theres no differences between them
the 99-04 are the same you can simply unplug the 99 ecu and plug in the 03/04.
theres a pin out chart under references on the homepage. Its best to reference that chart as often times those manuals pin out info is wrong.

"Not used" in the individual book charts, means pin (circuit) not used. I used the FoMoCo 1999 Crown Vic electrical diagram book to wire the powertrain harness for the 1999 Crown Vic pcm and everything works correctly. I posted the images of the pages. I made two columns there. The 1999 is on the left, the 2003 is on the right. I believe what I posted is pretty clear. The 1999 book that I have is closer to what you have in the large chart in the 1998 CV column. Also, I'm using CRAI8 strategy and not RZASA. I used the 1999 CV book to check the 1999 CV 104 pin connector and everything matched.

This is what the book says that may be in error:
The 1999 CV pin #24 is not used, but on the 2003 CV pcm pin #24 is a ground.
The 1999 CV pin #32 is not used, but on the 2003 CVpin #32 is used for the knock sensor(-).
The 1999 pin #33 is used for VSS(-), but on the 2003 CV it is not used.
The 1999 CV pin #45 is CHT indicator, but on the 2003 CV pin #45 is for generator common.
The 1999 CV pin #57 is not used, but on the 2003 CV pin #57 is used for the knock sensor(+).
The 1999 CV pin #58 is for VSS(+) ,but on the 2003 CV pin # 58 is not used.
