Can an idle be too Low to be tuned?

Hello,
Can an idle be just too dang low and I should just accept the fact and move on? I can achieve a very nice idle at 750~760 with 0 AIC contribution. Worried about DC, I always work my set screw to achieve an 35% DC 800 NUBASE.

Why the heck cant I get control of the stopsign conk?
Im very confident in procedures and competence, but it drops like a rock after a long winded decel in a gear, and then waiting until the last minute to clutch it, dies ‘ertime!! Now, I can get this thing to pull right along with no throttle help when leaving a stop at the 800 idle, but I wont hold idle on stopping?

My decay rate is superb at idle, but clutchin’ it coming to a stop, is too fast. Do I have to abandon the rate Im used to in order to accommodate my low idle rpm?
