Will the ML1-421 hardware, code LOW2 from a 1996 F series 6cyl. standard, be loaded with bin for v8?
Or is it missing hardware to run injectors?
Second question, could the ML1-421 hardware be coded to run a 4cyl?
Happen to come across this hardware, and want to know more about it.

That hardware only has six injector drivers so no go for a V8. Decipha stated it well here: https://fordsix.com/threads/stock-ecu-tuning.82060/

can run less just not more
but 4 cyl internal edis is best to swap ecus

Is actual hardware missing, or is it the circuit board does not have the circuits, or is it just PINs are not pinned to circuit board for the injector drivers?

Correct. Ford doesnt waste money putting 10 injector drivers in 4 cylinder applications as it would waste millions of dollars that could be otherwise profit.
For every $1 they save that equates to $6 million profit yearly. Hence why new vehicles come a quart low on trans fluid and a half quart low on oil. Its not enough to cause an issue but enough cost savings ($30 million a year) that they do it.
