wwhite, I wonder if you can use the boom lift's deadman switch as an air conditioner compressor request to kick the idle much higher. There will be a ton of load while running the hydraulic pump.

How does the new governor know what to do? when does it raise rpm? I think the simplest solution is to set the engine for single speed operation with a high idle around 1100-1300 rpm if that will run the machine. If the rpms are too high it could cause an accident, it being a tall boom lift.

Can you just set the rev limiter lower in the tune? if all else fails you can make an air intake tube restrictor. It might take quite a bit of trial and error.

well that's settled. 19s are too small. As proven by you having seen 107% duty cycle. You can't open an injector more than 100% of the time.

sounds like it could be fuel system. Low fuel flow would show up more in high gear, long pulls.

heat related seemingly electrical problem at highway speed makes me think of bad grounds or other corroded connections.
Could also be the ignition module on the way out, I think they act up when hot as they crap out. (but the restarting is odd.)

Does it pop through the air filter when you brake torque it? I found that's normally an indication of being lean.

sounds like there might be quite a bit of water in the fuel from the station. Water would be like an off switch. Then as it sloshes around it gets better or worse.

you could try an electronics/ computer shop. I think there are only 2 or 3 caps that are known to go bad. You could just have them solder in some new ones.
